DELEGATE POLLARD BETRAYAL

THE INTRODUCTION OF HOUSE BILL 2690


He introduced a bill which is to the Bottom. He is a Delegate from White Stone, Virginia. Within his district is a company called CARRY ON TRAILERS.

He was lobbied by them because I saw their letterhead with Delegate Pollard.

They referenced my law from the prior year which was HOUSE BILL 429. They wanted Delegate Pollard to include a line which would have EXCLUDED about 70 percent of these utility trailers. The line which he included is "A UTILITY TRAILER MEANS A TRAILER WHOSE BODY AND TAILGATE CONSIST LARGELY OR EXCLUSIVELY OF A METAL MESH AND WHOSE END EXTENDS 18 INCHES OR MORE BEYOND ITS TAILLIGHTS." Please understand that line because like I said his intent was to make the law useless.

IN OTHER WORDS IF THE TRAILER HAD LIGHTS "WHICH AT LEAST 50% DON'T WORK" AND THEY ARE WITHIN 18 INCHES THEN YOU DID NOT NEED TO HAVE REFLECTOR TAPE. IT ONLY COSTS AROUND $13.00 TO COMPLY.

I don't understand our leaders, first they tell us they are for safety. Then they put a line like this into a bill.


IF YOU NOTICE Delegate Pollard is also on the HOUSE TRANSPORTATION COMMITTEE. What a great asset CARRY ON TRAILERS HAD in him.

PLEASE NOTE THE LINE IN THE BILL" A UTILITY TRAILER MEANS A TRAILER WHOSE END EXTENDS 18 INCHES OR MORE BEYOND ITS TAILIGHTS" --- THAT LINE IS A LINE THAT MAKES THIS LAW USELESS. FOR EXAMPLE--A HUMAN IS A PERSON WHO HEAD EXTENDS MORE THAN 18 INCHES FROM YOUR SHOULDERS. WHAT IF YOUR HEAD IS WITHIN 18 FROM YOUR SHOULDERS??? WHAT ARE YOU????

When I discovered the betrayal, I e-mailed every Delegate asking if they needed help in clarifying this house bill. Only two responded!!!!!! They did not quite understand why I was upset.

My Delegate Jack Reid refused to speak to me on this matter. It passed the house 98 to ZERO. I don't understand why they did this.

PLEASE LOOK TO THE RIGHT AND FOLLOW THE PROGRESS OF THIS BILL.

I knew I had my work cut out for me and the only chance was to speak to the SENATOR'S in the Senate Transportation Committee.

So I made copies of my evidence, and a week before the meeting I provided each member of the Senate Transportation Committee pictures and literature concerning my issue.

I presented all members of the Senate Transportation Committee the following pictures. NOTICE THE ONE ON THE LEFT, can you see it very well?? You have to agree that it is hard, the lights are also not on and even the lenses on the lights are not very reflective. You see the industry uses a combination light and reflective lenses. THE PICTURE ON THE RIGHT IS HOW MUCH $15.00 DOES TO THESE TRAILERS. Do you think your life is worth more than the cost of a LARGE PIZZA AND A TWO LITER BOTTLE OF COKE??????? The Senators agreed with this evidence and along with the guidance of Senator Watkins we were able to modify the House Bill 2690

CAN YOU SEE THE TRAILER???? YOU HAVE TO AGREE THAT THIS IS HARD TO SEE. A TRAILER AT NIGHT WITHOUT TAPE.

CAN ANYONE REALLY NOT SEE THE IMPROVEMENT WITH THIS TRAILER. CAN YOU FIND A BETTER WAY NOT TO SPEND $15.00 TO IMPROVE SAFETY????????

CAN YOU REALLY ONE AGAIN SHOW ANY REASON WHY DOING THIS IS A PROBLEM. LET ME REMIND YOU THAT IT ONLY COST $15.00 TO DO THIS. I was able to show this evidence in the Senate Transportation Committee and below to the left shows the original bill that the house of DELEGATES VOTED 98-TO ZERO-----ZERO TO APPROVE. Below showes what with the guidance of SENATOR WATKINS we were able to modify the bill.

BELOW IS THE END RESULT. To the left is the process this bill went through. To the right is the final bill that governor Mark Warner signed. PLEASE NOTE THE LINE ABOUT THE LIGHTS BEING WITHIN 18 INCHES IS GONE. ALSO INCLUDED IS THE FACT THAT ALL TRAILERS THAT DO NOT GET INSPECTED NEED TO HAVE EITHER TWO REFLECTORS OF AN APPROVED TYPE BY THE SUPERENTENDANT OR 100 SQUARE INCHES WHICH IS 8.33 FEET OF REFLECTOR TAPE.---- DOT TYPE C-2. THE FUNNY PART IS IF YOUR TRAILER DOES GET INSPECTED IT NEEDS TO HAVE THE LIGHTS AND REFLECTORS PLACED ON THE REAR OR THE TRAILER FAILS INSPECTION. THERE WAS NO REGULATION ON ANY TRAILER UNDER 3,000 POUNDS. MY CHILD COULD BUILT ONE, AND NOBODY CHECKS IT OUT.
